Formation of the Library District

In 1984, a few avid library users decided to form an independent library district for residents living in areas of Ada County not served by a library or library district. At that time, the City of Boise, City of Eagle, and City of Garden City all had libraries within the structure of their city governments. Independent library districts had also been organized and were operating in the Meridian area and the Kuna area. However, Ada County residents living in all the unincorporated areas of the county, as well as the several hundred residents of the Star area (then a very small town) were not a part of an independent library district nor within the boundaries of a city with a library department.

These few avid library users, motivated by their love of libraries, and desiring to see to it that all residents of Ada County had access to library services as a part of their “citizenship” in Ada County, organized an election to approve the formation of an independent library district, together with the approval of a bond, in order to construct a library building. The election was successful, and the Ada County Free Library District was formed. A library building was constructed at the northwest corner of Five Mile/Victory Road in Boise.
